The Stronger Residential Program delivers Enhanced Care Outreach Services (ECOS)—intensive outpatient mental health treatment provided directly within residential care settings across Oregon.

This program is designed for individuals with severe mental illness and complex behavioral needs who require a higher level of support to remain stable in the community.

Our program mission is simple:
Provide the right care, in the right place, at the right time—without unnecessary barriers.

👥 Who We Serve

We support individuals who:

• Are discharging from, or at risk of admission to, state or acute psychiatric hospitals

• Have a diagnosis of severe and persistent mental illness (SPMI)

• Require intensive, community-based mental health services

• Have experienced unsuccessful placements due to behavioral complexity

Many individuals we serve experience:

• Self-endangering behaviors

• Aggression or intrusive behaviors

• Persistent or treatment-resistant psychiatric symptoms

• Complex medication needs

• Elopement or safety risks

Our services are designed to help individuals stabilize, build skills, and live successfully in the least restrictive environment possible.

Services are provided on-site within residential settings, including:

• Residential Care Facilities (RCFs)

• Adult Foster Homes

• Nursing Facilities (NFs)

• Other supported community living environments

By embedding care directly into these settings, we reduce barriers, improve engagement, and support real-time intervention.
